Tentative Contract Ratified by Substitutes United in 41-8 Vote

A proposed contract between Substitutes United of Buffalo and the Buffalo Public School District was ratified Monday in a 41-8 vote in the Merriweather Library.

The proposed plan, effective July 1, 2025-June 30, 2028, calls for a 4% pay hike in each of the three years, pay for snow days scheduled five days in advance of school closures and reduced unpaid leave time for substitutes placed on leave during investigations.

The plan also calls for:

  • lesson plans, teaching materials, room keys and other necessary items for substitutes to perform their duties
  • a specified area in school for substitutes to  access mail, announcements and information from SUB
  • exempts  SUB president and vice president from 20 day-work requirement so they can conduct union business without fear of being terminated
  • at least seven days notice of onboarding of new substitutes so SUB representatives can attend session and speak to new hires about joining the union
  • forming a joint committee to explore the possibility of creating “building substitutes” positions which may have different terms and conditions of employment than per diem substitutes
  • Effective July 1, 2025, July 1, 2026 and July 1, 2027, the base hourly rate will be increased by 4%
  • The Per Diem rates charts contained in Article II A. will be modified to reflect the following “days of service” groupings, reducing the number of years to reach the top pay level:
  • 1-160
  • 161-320
  • 321-500
  • 501+

Now that the proposal has been approved by the membership of SUB, the District negotiating team will take the proposal to the Board of Education for approval.
